Attached is a resolution to amend Proceeding No. 87490 that approved the submission of a Michigan Natural Resources Trust Fund grant application to the Michigan Department of Natural Resources (MDNR) on March 6, 2018.  The application was for various renovations and development at Roberto Clemente Park.  The amendment would provide more detail regarding project costs and matching funds and make the City’s financial commitment more explicit.  This change is requested by the MDNR.

 

The scope, total costs, and match contributions remain the same as previously submitted.  Roberto Clemente Park serves the Roosevelt Park and Black Hills neighborhoods and the Grand Rapids Public Schools’ Southwest Community Campus.  Renovations are anticipated to include a new picnic shelter, new restroom facility, new nature play area, reconditioned soccer field, improved accessible walking trails, and lighting improvements.  In addition, the Parks and Recreation and Environmental Services departments are collaborating to integrate green infrastructure into the park for storm water management and environmental education.  This project was approved by the Parks and Recreation Advisory Board.

 

The total project cost is estimated at $1,620,000.  The grant request is $300,000, which is the maximum allowed.  The City’s match is $420,000 from the Parks Millage and $900,000 from the Sewer Fund.

WHEREAS:

 

1. On March 6, 2018 a resolution approving the submission of a Michigan Natural Resources Trust Fund grant application for the renovation of Roberto Clemente Park was adopted by the City Commission (Proceeding No. 87490); and

 

2. The Michigan Department of Natural Resources has requested additional information be included in the certified resolution for the agency to consider the application complete; and

 

3. It is necessary to amend said resolution; therefore

 

RESOLVED:

 

1. That the City will provide matching funds of $420,000 (25.9%) toward the total project cost of $1,620,000 for renovation and development of Roberto Clemente Park, with source of said funds to be the Parks Millage, contingent upon the execution of a Michigan Natural Resources Trust Fund grant agreement in the amount of $300,000 for this project; and

 

2. That the City will provide matching funds of $900,000 (55.6%) toward the total project cost of $1,620,000 for renovation and development of Roberto Clemente Park, with source of said funds to be the Sewer Fund, contingent upon the execution of a Michigan Natural Resources Trust Fund grant agreement in the amount of $300,000 for this project; and

 

3. That the Interim City Manager or designee is authorized to submit the amendment to Proceeding No. 87490 to the Michigan Department of Natural Resources; and

 

4. That City Commission Proceeding No. 87490 shall, in all other aspects, remain unchanged.
